True, but he's still cool.
Depends on your definition of person. The Doctor is cool because he embodies the best in human beings.
Really, the show makes him almost God -like. Without acknowledging our Father in Heaven.
I think the show hits a good likeness of what the universe would be like with just random forms of God that would not be based on a perfect, lawful being. Think of the depravity...it would be much worse than the show. But there would always be villians exploiting others, just like the show.
